Whoops! It looks like Electronic Arts's UK PR team has made a goof, announcing on Twitter that Command & Conquer 4 is now in development. While Twitter announcements have become more and more common these days, this particular one included a link to the supposed press release, which actually doesn't seem to exist yet.

The last time we heard talk about a new Command & Conquer game was last month when a British marketing firm ran a survey asking gamers what they would like to see in the next C&C game. Possible features mentioned in the survey included MMORPG-like player progression and the return of co-op campaigns.
