The ESRB does its best to ensure that the rating process is meticulous and thorough. At least three specially trained raters review actual footage from each game submitted to the ESRB. The raters examine the game's most extreme content, evaluate its context and overall intensity, and use their own good judgment to recommend the rating they believe will be most helpful to consumers. In the case of Mass Effect the raters determined that the M (Mature 17+) rating with content descriptors for Blood, Partial Nudity, Sexual Themes, Violence was most appropriate. According to the publishers submission for Mass Effect, there are two non-interactive videos that depict a discreet love scene between the main character and his romantic love interests. Breast profiles can be seen during one of the videos. There is a scene in a bar where female characters wear thong underwear. This type of content is likely to have contributed to the rating and content descriptors ultimately assigned by the raters. ESRB does its best to provide reliable information about a game's content, but we also encourage parents and all consumers to do their own independent research, via game packaging, websites, magazine reviews, and other sources, to see if a game is appropriate for their family. Here in Europe thongs and breast profile would not even give the game a T rating, it would be E.
That shows how pathetic Americans are and why they have so much sexual problems, like teenage pregnancies and so forth, because their motto is: SEX IS BAD, DON'T TALK ABOUT IT, DON'T EVEN THINK ABOUT IT.

I'm American, and I agree whole-heartedly.
Here, don't even hint at showing a side profile of a breast, or women in a bathing suit...but people getting decapitated and realistic blood, violence, gore? Yeah, that's A-OK.
Our priorities are a bit twisted in this country.

Isn't it so odd how a game like, just for some partial (what's that mean, we see some alien boob in one scene?)nudity and thong underwear (I fail to see the big deal here), this could earn an M-17, bordering on an AO rating, although in Europe, as the OP said, this would get a T or E?
Furthermore, games like Grand Theft Auto, Gears of War, Manhunt, etc. gets outright BANNED for violence in many other places in the world like Europe and Australia, but they just get an M rating here and 13 year olds could walk into a lot of stores and walk out with a copy even without parent consent.
It's just odd that both parts of the world have a double standard on both things. In one part of the world, sex and nudity is okay and violence strictly forbidden, whereas here it's vice versa.
Also, why does God of War I and II only get an M rating in America when it's incredibly violent AND has nudity AND sex in it? How can Mass Effect possibly be worse than that? If you ask me, the ESRB recently got a stick rammed up their arse and they're cracking down on games too hard (I seriously doubt Manhunt 2 deserved and AO, how much worse can it be than the first one?) and flexing their muscles simply so the government doesn't step in and shut them down and start regulating games themselves.
There's been tension there for a while and the ESRB wants to make it look like they're doing their job by giving some games harsher rating than they deserve.
Which wouldn't be a problem, I'm fine with Manhunt 2 being AO, I wouldn't want kids playing that. That's fine in theory. But in practice, in actuality, giving a game an AO rating is the same thing as banning it. The Wii, PS3, and 360 all will NOT play AO games, or so I'm told. So if a game gets an AO rating, I could still buy it, but what am I going to play it on? What, does Sony MS and Nintendo not think that adults play their systems? It's jsut retarded.
Kay /rant. But seriously this is a major problem in the gaming industry and things like this are a sign that the problem is only going to continue and get even bigger.
Why are they censored at all, when you can see full nudity on TV with no censorship at all (Showcase in Canada) and even on MTV and such you see many thongs, or tight lycra that really leaves nothing to the imagination...
The whole system is ass backwards I say.....not that I care cause i'm over 18, but still, it's pretty dumb/hypocritical....
